As anticipated, the USPS will file a rate case today, resulting in an average increase of 8.5%.  Not all rates will go up.  Stamps will be 42 cents.  The USPS is also proposing a non-denominational "forever stamp" that can be used any time in the future.

 

The earliest a change would take effect would be May 2007.
