IT IS GETTING CLOSER EVERY DAY - IT IS TIME TO PAY ATTENTION: The use of "Full-Service" Intelligent Mail® is required to qualify for automation prices for postcards (First-Class Mail® only), letters, and flats when mailed using the following services: First-Class Mail, Standard Mail® and Periodicals; and for flats mailed at Bound Printed Matter prices. Additionally, the 10/24 transitional barcoded tray label format is eliminated, and mailers are required to use the 24-digit Intelligent Mail barcode (IMb) format on tray, tub, and sack labels.

Yesterday the USPS® made it very clear that Intelligent Mail Full-Service will be implemented without delay!
The USPS has posted its Final Rule Change for Implementation of Full-Service Intelligent Mail Requirements for Automation Prices on its RIBBS website. This is the proposed Final Rule so generally speaking there is no further engagement for industry input or recommendations.
What does this mean to you? It is now very clear that the fast approaching deadline for converting to Intelligent Mail® Full-Service is real if you want to continue to receive automation discounts.

Preparing for January 2013 & 2014 Intelligent Mail® Options: Adopt or Fold

USPS® Proposes New Incentive "Credit" for Full-Service Intelligent Mail®
In the Federal Register Notice (FRN) dated October 17, 2012, the United States Postal Service (USPS) proposed a new incentive called the Full-Service Technology Credit ("Tech Credit"). This incentive is designed to encourage mailers to convert to Intelligent Mail Full-Service and is intended to help offset the investment required to implement the necessary hardware and software changes to support Full-Service mailings. If approved, the Tech Credit will take the form of a postage credit, meaning there will not be cash or check going back to the recipient, rather the credit amount will be used against new mail being put into the system.

USPS® eDoc All the Way!
Everybody's talking about the dire financial situation the U.S. Postal Service® is in. The USPS is planning a "network rationalization" – closing scores of processing facilities – as well as service standard adjustments in order to reduce costs to offset financial losses. They might even experience workforce reductions.
As part of these plans, the USPS is encouraging mailers to use PostalOne!®, eDoc, and Intelligent Mail® to improve efficiency and help reduce operational costs. The USPS has discussed requiring Intelligent Mail barcodes, eDoc and Intelligent Mail Full-Service for years….and now it's no longer a rumor, but a reality.

USPS Begins Network Realignment (Facility Closures for 2012)
The United States Postal Service® recently announced facility closures, which are currently underway and will continue through 2014. The first phase began this month and involves 48 facilities. What does all this mean for mailers? Now that the closures are underway, mailers will need to make sure their mailing software solutions – both presort and post-presort - are updated with the most recent postal destination data.
