Shipping Bound Printed Matter Now Requires Permit Payment Effective September 11, 2008, the Postal Service requires all mailings of Bound Printed Matter (BPM) to be paid using permit only regardless of volume. See Federal Register Notice. This means mailers will not be able to use stamps, postage meters, or PC Postage. They will have to apply for a permit at their designated post office where they will be dropping off their mailings.
