What’s New?
Mandatory Postage Prices & Statements Effective May
12, 2008
This update implements the
USPS Mandatory Postage Price and Postage Statement changes effective May 12th
2008! It is not necessary to wait until
May 12th to update! The Postage Prices
are determined by the Date of Mailing you are creating your packages on. For dates prior to May 12th, current prices
will be calculated automatically. When
you create a package with a date of mailing on or after May 12th, the New
Postage Prices will automatically be calculated.
Version 4.08.01.07 – Includes an Update to the Priority Mail Statement as well as the May
12 2008 International Rates.
Added USPS Commercial Prices for Priority Mail &
Express Mail Service:
For the first time ever the
USPS is offering volume related price incentives for Priority Mail and Express
Mail! Currently all customers pay the
same price per piece regardless of the number of packages sent or payment
method. On May 12th, PPP users who are
paying postage with a permit or using the DazZle
Interface will be able to take advantage of the New Commercial Prices and enjoy
a 3.5% saving over Retail Prices on Priority Mail Items and a 3% saving over
Retail Prices on Express Mail Items!
Plus Express Mail is changing to an industry standard
Zone-Based pricing system, which will result in lower prices for closer
destinations! Express Mail Customers
will also benefit from Quarterly Rebates from the USPS for Express Mail
Packages, based on the volume of Express Mail Items shipped for the
quarter. If you mail 125 packages for
the quarter, you will receive a 2% rebate; if you mail 438 packages for the
quarter, you will receive a 4.5% rebate; and if you mail 928 packages for the
quarter, you will receive a 7% Discount.
The rebates will be credited to your Express Mail Corporate Account
starting July 1, 2008 and should be received no later than 90 days after the
end of the quarter.
NEW Intelligent Mail Barcode on Letter and Flat Pieces:
PPP has implemented the New
Intelligent Mail Barcode on First Class Flat and Letter Labels and also on
Bound Printed Matter Flat Labels. The
USPS is transitioning the new Intelligent Mail barcode to eventually replace
the existing POSTNET Barcode. The
Intelligent Mail barcode is a 65-Bar USPS Barcode used to sort and track
letters and flats. Unlike the POSTNET
Barcode which only contains the delivery point ZIP Code, the New Intelligent
Mail Barcode contains additional fields, expanding the ability to track individual
pieces and providing greater visibility into the mailstream.

using this new barcode, please submit a Knowledge Base Question to schedule an
appointment to apply for an IMB Mailers ID, which is required.
Mandatory Open & Distribute Changes Effective May
12, 2008:
PPP has implemented the USPS’s Mandatory Open & Distribute Changes effective
May 12, 2008. Customers will be required
to use a UCC/EAN Code 128 Electronic Service Barcode on all Open &
Distribute Labels and send an Electronic File in accordance with the Guidelines
in USPS Publication 91. All customers
currently using the Open & Distribute Program will be required to
re-certify. Window Book Support is
assisting all customers in obtaining this approval. Please submit a Knowledge Base Question if
you don’t already have your appointment scheduled.
Added Ability To Default Priority Mail Packages To
Non-Machinable Parcels:
In response to customer
requests, we have added the functionality to default your Priority Mail
Packages to Non-Machinable Parcels.
