January 4, 2010 Changes for Postal Service
(regarding new prices on mailing and shipping)
Just a reminder regarding some of the mailing and shipping changes that become effective on January 4, 2010:
United States Postal Service® (USPS®) prices for non-market dominant products (e.g. Express Mail®, Priority Mail®) increase
We described these
changes in our December 10, 2009
Postal Concierge E-tip. If you have not yet updated your Window Book software to the newest release, which includes the new rates, we encourage you to download these updates as soon as possible. The new price lists are also available online at the
USPS web site.
The USPS implements penalties for Standard Mail® and First-Class™ mailings not meeting the Move Update requirements
Information regarding these penalties was provided in our December 17, 2009
Postal Concierge E-tip. The
USPS also issued additional information on these penalties in their December 29, 2009 DMM Advisory. This advisory references a Federal Register notice, published on December 28, 2009, which is a revision to the original ruling notice published on October 27, 2009. The revision clarifies the verification process as well as the assessments. Originally, the
USPS had planned to assess First-Class single piece postage to
Standard mailings found to be non-compliant (i.e. no
Move Update process performed). This penalty is now $.07 per piece.
UPS™ and FedEx rates increase
These price increases, along with the
USPS price increases, were discussed in our December 10, 2009

No changes to Flat Mail Deflection Requirements
The
USPS had originally planned to implement revised
requirements for
flat mail deflection testing, a.k.a. the "droop test." However, the USPS has now pushed back the effective date for these new
requirements to June 7, 2010. This information was provided in our December 3, 2009
