-Floating Batch Manifest process & report - fix error where manifest file was not deleted properly during a rebuild. Also, make process & report filter out non-qualfied 'S' CQT rate categories in StdA
-Change Qualification View to put 'S' CQT rate categories for StdA in their own column (which appears just off screen and must be scrolled to see - no sub totals since sub totals don't scroll).
-Statement change to handle 'S' CQT rate categories for StdA.
